Level 99 Update
Level 99 Monk gets no additional Martial Arts traits:
- Vampiric Claws + Trait = 340 delay = 4.9133... TP/hit, even an additional -5 delay from Martial Arts should push it down to 4.8.
- As a level 99 Monk with the claws on, I get 4.9 TP/hit. Thus, no new trait (even a gimpy one).
- As a 99 PUP without any weapon, you would predict I have 340 delay. I get 4.8 TP/hit, so PUP gets another tier of Martial Arts before 99.
