Against a Garm from 100-60% I was dealing 18-25 damage. Satisfied that the minimum of my damage was consistent in this quick eyeballing of a test, I cast Banish II. My damage never went below 18, I cast it again for good measure, and the same.
There is no penalty against a damage bonus (E.g. blunt to skeletons) for using Banish against an undead foe.
