The ability to use Merit Weapon Skills is unlocked via the quest To Infinity and Beyond. Exenterator is only available to the above listed jobs and have a skill of 357.
The Accuracy Down effect is -20 Accuracy and lasts for 90 seconds if unresisted.
- Though the description currently claims the duration of Accuracy Down varies with TP, it doesn't appear to.
