Speak to Gimb in Norg.
Speak to Bou the Righteous in Sea Serpent Grotto (H-11) on the 4th map. (You will need a Gold Beastcoin to get to him.)
Speak to Hurr the Betrayer in Sea Serpent Grotto (H-3) on the 2nd map. (You will need a Silver Beastcoin to get to him.)
Trade Hurr the Betrayer 3 Mythril Beastcoins and 1 Norg Shell to receive the key.

The Sahagin Key is needed to get beyond the Ornamental Door at (J-11) in Sea Serpent Grotto. The item will break upon use.
If you leave the zone during the process, you will have to speak to the NPCs again.
To receive additional Sahagin Keys, speak to Hurr the Betrayer again and trade him one Gold Beastcoin and one Norg Shell
