Minimum Level
With regards to the following...
Unlocks Support Jobs at level 3 in lieu of the three old items at level 18
You must be level 3+ and speak with either Isacio in Selbina or Vera in Mhaura.
I cannot start the subjob quest on new characters ranging from level 7~11 with no other jobs leveled.
Still seems like level 18 is required to use this item, it just skips the old triad of items.
Edit: Fresh char to level 17 without any Rhapsody KI's. Is there some other item you need for level 3?
