Cause
This error occurs when a character is logged in and you try to log it in again.
Most typically, it is caused when the transition between the lobby server and character fail (POL-0008), which bounces you back to the lobby. Then, when you try to log in again, it gives this error instead.
Resolution
Wait a minute or two for the character to get booted and then log in.
