No MDT gear : Waterga III 452/503 damage (was Thundersday) -> 339/377 damage
339/452 = .75; 377/503 = .749
So Winged Gloom is 25%.
Now to test if it falls under the MDT cap:
Shell II, 5% neck, 10% rings ~= 29% MDT: 495 Blizzaga III -> 346 (Winged Gloom, Shell II, 5% neck, 10% rings)
495/(1-29% MDT) = 692 damage
346 / 692 = 50%.
