There is a rumor that you need to catch a pair of rusty leggings before you can hook the Dragon Tabernacle. I did not get a bite before catching a pair of rusty leggings out there, but once I did, I was able to fish one up on the very next cast.

If anyone else can attest to this we can add it to the information page.

I can confirm the same thing. Dragon Tabernacle didn't bite until I pulled the rusty leggings.

Specific Location

Day 1: ~20-30 casts on the beach in the far Western corner, right on the water's edge, with zero large !!! bites, a handful of Rusty Leggings, one or two monsters, mainly "You didn't catch anything" messages.

Day 2: 30 casts in the far Eastern corner of the beach, right on the water's edge, with zero bites of any kind, not even items.

Moved to the center of the beach where the blank target is, now 5AM IGT Lightning Day New Moon 7%, for another 10 casts, hooked and released some items and monsters, otherwise "no catch" messages.

Reread Irmilant's dialouge:

Yet even such mystical legends pale in comparison to those suggesting their presence in Vollbow. Errant troubadours spin tales of remnants sunk far beneath the Zafmlug Sea, claiming that these briny creatures nibble away at the encroaching kelp to keep the marble halls pristine. Perhaps they are naught more than tall tales, but some threads of truth give me pause.

Moved to the Eastern side where the vegetation is, among the four trees and three shrubs, just a few steps north of the sand path into the cave, and then immediately:

40th cast hooked and caught
42nd cast hooked and line break
46th cast hooked and line break
50th cast hooked and caught

<took a 10 mins pause to write the above, now 16:30 IGT>

56nd cast hooked and caught

Never fished up a Rusty Legging, always released.

So I'd conclude you need to cast at/near that very specific coordinate. Good luck!
