I tried all 3 types of hooks/bait and the one that gave me the best results was the sliced cod, which can be bought from the guild NPCs or crafted with the following recipe:
Cooking (13/24)
- Yield: Sliced Cod x 6
- Wind Crystal
- 1 x Tiger Cod
You will need 10 of them to cover 17k+ guild points.
