Kits are dirt cheap at this low level, so just spam them until you can safely synth Dhalmel Leather.

Initiate (21-30)

Cletae sells the materials for these once you've reached the Initiate rank. (You may need to zone to refresh her inventory after ranking up.)

These are both gobbiebag items, so there is a market for singles.

Novice (31-40)

For Stage 1, there is no preferred order of operations, since the shield does not yet provide any benefit. However, you may wish to prioritize reaching 100% craftsmanship to eliminate the success rate penalty in case you forget to unequip the shield when synthing for other purposes.

Craftsmanship

Just spam cheap low level synths. You can do a higher level synth if it is profitable, but ideally it should be HQ T3. (Also remember that you will be starting at -30% success rate.)

The craftsmanship rewards will quickly drop to zero for NQ results when spamming a synth, but you can still make respectable progress via HQs and bonus objectives.

Obtaining Craftsman's Crystal: Leathercraft will lower your craftsmanship to 67%, so don't do so until you've accumulated sufficient Crafter Points.

Escutcheon Stage 2

Avoid increasing craftsmanship (as much as possible) until you have completed the rest of this stage, as the success rate penalty starts and 0% and increases with craftsmanship.
