While I can't confirm firsthand, for the RoE hunters: Steelfleece Baldarich (and thus this mob) likely only spawns off the placeholder Tremor Ram with ID 12D and not the other Tremor Ram with ID 193. (The latter spawns to the far north, the former near-ish to the Crag.)
- There's someone on the ffxiclopedia Rampaging Ram talk page who says "The one by the crag is said to be place holder for nms, and personal experience has shown me that Steelfleece Baldarich only spawns at crag."
- There's also a note on the Tremor Ram page that says"Placeholder for Rampaging Ram and Steelfleece Baldarich ONLY when located near the Dem crag. The one nearest to Valkurm Dunes is not a placeholder."
