Mighty Strikes and Blighting Blitz seem to be triggered by an HP threshold. I opened the fight with Ifrit using Flaming Crush for 80586, and he instantly used Mighty Strikes and Blighting Blitz, which critically hit everyone, defeating Romaa and Osasha instantly.
