Storms, Clouds, and Sunshine oh my!
Weather Forecast NPCs are the various meteorologists located throughout Vana'diel who handle weather reporting. They will inform you of weather predictions for various zones in the world. This is very helpful as various quests, Trial of the Magians, and Notorious Monsters are dependent on weather.
Magian Spectacles will provide the weather forecast for the zone in which you are standing.
Their predictions do not always come true, and there is no way of knowing if the weather will occur besides waiting. Generally, you are guaranteed to see a weather effect if a double weather such as gusts is predicted. Keep this in mind while doing quests such as Get the Picture, I Can Hear a Rainbow, and Recollections.
